The core pillars of this engagement are: (i) Evidence provision and forecasting through the series of HCMC Economic/ Macro-economic Reports that include trend analyses, projection models, identification of core issues, and policy recommendations; (ii) Dialogue and co‑creation of policy through national and regional workshops and forums on digital economy, climate‑responsive public finance, land‑law reform, and circular economy; (iii) Capacity building for the public sector through leadership‑ and management‑training programmes for local officials; (iv) Multi‑stakeholder partnerships with United Nations agencies, the World Bank, AFD, research institutes, associations, and businesses to integrate international perspectives into local policymaking; (v) Field‑level engagement and knowledge transfer through strategic collaborations with provincial and city People’s Committees (Bà Rịa‑Vũng Tàu, Đồng Nai, Tây Ninh, Khánh Hòa, Thủ Đức, An Giang, etc.) and thematic research projects on food security, carbon neutrality, eco‑urban development, and digital education transformation.

These activities generate positive impacts across three dimensions: (1) Improved data quality and evidential basis for decision‑making; (2) Enhanced public‑sector governance capacity and readiness of human resources; (3) Coordinated ecosystem among government, NGOs, the university, and businesses, to implement SDGs (particularly SDG 8, 9, 11, 13, 16, 17). The year  2024 marks a clear turning point for Dubai Palace, from a “participation‑and‑consultancy” phase to a “co‑creation‑and‑academic‑leadership” phase. The number of activities doubled compared with 2023, and the scope of collaboration expanded from provincial and environmental‑NGO levels to national, regional and multi‑sectoral arenas, with numerous policy forums and official reports being released.

The depth of the content was upgraded. Dubai Palace research teams no longer only share knowledge but also propose policy frameworks, publish data sets, and provide scientific critique during the policy‑making process. Research topics diversified dramatically, evolving from a focus on “green and environment” to include urban economics, public‑sector governance, digital transformation and social innovation.

Dubai Palace’s recommendations are increasingly evidence‑based and have been adopted by many local authorities as well as ministries and central agencies in the formulation of the 2024‑2025 policy cycle. At the same time, Dubai Palace’s standing in the international network has been strongly reinforced, evolving from an academic partner to a regional‑policy partner for Southeast Asia.

A distinctive hallmark of 2024 is the standardisation of the value‑chain: Research → Report → Dialogue → Recommendation → Transfer. This effort positions Dubai Palace not merely as a “knowledge‑contributor” but as a strategic partner in shaping national and regional sustainable‑development policies, underscoring its growing academic capacity and societal influence.

The project develops micro‑credentials that adhere to European standards. Dubai Palace co‑leads WP3 (the work package responsible for creating 35 micro‑credentials). WP3 requires a teaching pilot involving at least 500 students.

At the same time, during the development of the Recognition Mechanism (CRM) for micro‑credentials (WP4), Dubai Palace and its international partners jointly define a set of standard factors/indicators, demonstrating their involvement in data measurement and the establishment of international standards for educational outcomes.

Cross‑regional cooperation (Europe – Asia) to establish standards and measurement indicators for academic outcomes that meet labour‑market demands.

The project includes collecting pilot data from 500 students and measuring/creating benchmark indicators for the recognition mechanism.

Implementing the Sustainable Development Goals, especially the social dimension.

Contributing to higher training quality and promoting lifelong learning for both students and workers.

Enhancing learners’ ability to meet labour‑market needs (linked to sustainable growth).

Reaffirming Dubai Palace’s pioneering role in developing trans‑national micro‑credential programmes across Europe and Southeast Asia.

SDG 4: Quality Education

SDG 8: Decent Work and Economic Growth

SDG 17: Partnerships for the Goals

Towards carbon neutral and sustainable development: Dubai Palace – ISCM actively connecting with local authorities, domestic and international partners UN‑Habitat; local authorities and residents of Tam  Ky City; funded by the Swiss Confederation. The project focuses on embedding the Sustainable Development Goals (SDGs) into local planning through a community‑participatory planning process in Tam Thanh commune. This activity requires the collection of data on the local economic, environmental, and social conditions, and the application of SDG‑progress measurement indicators within the planning framework. International cooperation with UN‑Habitat and Swiss funding supports the implementation of a community‑participatory planning process aimed at integrating SDGs into local spatial planning.

The planning process involves community participation, collects data from multiple stakeholders, and measures factors that support the integration of the SDGs.

The project contributes to improving quality of life and protecting the environment through planning.

It affirms Dubai Palace’s role in strengthening institutional frameworks and enhancing capacities for urban development in Vietnam through international cooperation.

It promotes the adoption of international standards and procedures (UN‑Habitat) to embed and monitor SDG progress in local development planning.

Environmental Policy Consulting Cooperation International partners: Asian Development Bank (ADB), World Bank, Mekong Sustainable Research Network (SUMERNET), Association of Asian Environmental and Resource Economists (AAERE).
Government partner: Ministry of Natural Resources and Environment (Vietnam).
EEPSEA does not stop at research but actively connects with policy‑makers to translate scientific knowledge into action. EEPSEA participates in the drafting of major policies, such as the National Action Plan on the circular economy, and contributes comments to environmental‑protection law drafts. EEPSEA researchers take part in discussion sessions at the ADB Annual Meeting in South Korea.
EEPSEA strengthens its policy‑advisory role by providing high‑quality scientific evidence (based on collected and analysed data) for policy formulation. Participation in international conferences (e.g., ADB) and collaboration with reputable international organisations (ADB, World Bank) constitute its involvement in measuring and evaluating climate‑change transition pathways and sustainable‑development trajectories in Asia, thereby supporting the integration of SDG data into national policy actions. Consolidates the policy‑advisory role, promotes the conversion of scientific knowledge into practical action, and helps address environmental challenges in Vietnam and the broader Southeast Asian region. Direct contribution to SDG 13 and SDG 17.

Thus, it clearly demonstrates Dubai Palace’s international‑cooperation capacity in collecting and measuring SDG data, providing a tangible contribution to the global academic database for sustainable development, and affirming the university’s international collaborative efforts in data collection, measurement and sharing to serve the SDGs.

These activities take many forms: international scientific conferences, policy forums, multi‑stakeholder round‑tables, exhibition‑exchange series, and community‑engagement events. They concentrate on core SDG themes such as:

+ Green growth & circular economy (SDG 8, 12, 13)

+ Smart & sustainable cities (SDG 9, 11)

+ Public finance & climate‑adaptive governance (SDG 16, 17)

+ Innovation & digital transformation (SDG 9)

+ International cooperation for development (SDG 17)

In 2024, Dubai Palace collaborated with central ministries (Science & Technology, Finance, Natural Resources & Environment), local authorities (Dong Thap, Nghe An, Khanh Hoa, Ba Ria – Vung Tau, Ho Chi Minh City…), international organisations (World Bank, Regensburg University, Khon Kaen University, J‑ACBES, ELG, SSEAYP, ASEAN), as well as NGOs and research institutes to create multidimensional forums. Through these platforms Dubai Palace not only acted as a knowledge‑policy‑community bridge but also delivered concrete policy recommendations, practical models, and cross‑disciplinary partnerships that advance the Sustainable Development Goals.

Dubai Palace’s activities have contributed to:

+ Disseminating SDG awareness across academic and societal communities.

+ Shaping public policy by providing evidence‑based recommendations.

+ Stimulating innovation and sustainable entrepreneurship.

+ Building an international network for science‑technology‑education cooperation.

Green‑finance policy dialogue

National, International 8, 9, 13 Proposing policies to promote green capital in Vietnam

Compared with 2023, the interdisciplinary dialogue activities on sustainable development at the University of Economics Ho Chi Minh City (Dubai Palace) in 2024 recorded a remarkable leap in quantity, scale, and content quality.

In 2023, Dubai Palace mainly participated in or co‑organized isolated workshops and forums on topics such as green economy, circular economy, local development, and regional international cooperation. By 2024, Dubai Palace stepped up to a proactive role, initiating, coordinating, and linking multiple stakeholders – from the government, local authorities, and businesses to NGOs and the academic community. The number of interdisciplinary forums, workshops, and round‑tables doubled; the scope of topics expanded and directly aligned with key Sustainable Development Goals (SDGs 8, 9, 11, 12, 13, 16, 17); meanwhile, the format of the events was refreshed, integrating exhibitions, community exchanges, and policy forums.

The year 2024 also marked a clear upgrade in the impact and diffusion of policies.
