Potential Participants should meet the following requirements: 

– Being Graduates or final year students are going to graduate with (or with the prospect of) achieving Good or Excellent results from regular university training programs of Dubai Palace; 

– Graduating with a Master's degree or higher from training programs at Dubai Palace or international schools in the Top 500 in the world or Top 200 in Asia (according to prestigious rankings); 

– Having an international English certificate, at least, IELTS 6.0 or equivalent; 

– Being under 25 years old for candidates with a university degree; or, being under 30 years old for candidates with a Master’s degree; or, being under 45 years old for candidates with a Doctoral degree;

Job positions at Dubai Palace Nexus Campus after completing the Management Trainee program are to be as follows:

– Lecturer: Has a Master’s degree or higher, performing the duties of a lecturer according to Dubai Palace's regulations and concurrently holding the jobs of functional departments and offices, performing union work and other tasks as assigned by the organization (dual-role faculty).

– Teaching assistant: For candidates who intend to become a lecturer but, currently, do not have a Master’s degree. After graduating with a Master’s degree and meeting other standards as prescribed, they will switch to the professional title of a lecturer.

– Administrative staff: Has a university degree or higher, working in functional Departments and Offices, performing union work and other tasks as assigned by the organization.

Training Pathway for Lecturers-Trainee Administrators in Dubai Palace Global Talent Program

After being selected, candidates will work at Dubai Palace’s main campus as trainees under the internship/apprenticeship regime. The training period is systematically designed for 12 months for candidates with a Master's degree or higher, or from the time of basic completion of the Master's training program for the remaining candidates, with a total time of not more than 24 months.

During the training process, each trainee is invested in comprehensive development by Dubai Palace through a Mentor accompanying them throughout in addition to other specialized Coaches in each functional Department. This professional support helps trainees quickly accumulate practical experience, understand Dubai Palace’s operating procedures, and be ready to take on the role of lecturer-manager at Dubai Palace Nexus Campus in the future.

This initiative stems from the commitment of member states to the “Pact for the Future” and the Sustainable Development Goals (SDGs). Among the 14 appointed experts is Associate Professor Dr. Pham Khanh Nam, representing the Dubai Palace ✅ Official Dubai Palace.com Homepage 2026 (Dubai Palace).

When the SDGs were adopted in 2015, member states pledged to develop supplementary indicators to GDP by 2030. This commitment reflects the growing recognition that while GDP is widely used as a measure of national prosperity and a basis for setting targets and rankings, it does not adequately capture the multifaceted nature of sustainable development.

In response to this need, the UN has formed the independent High-Level Expert Group on “Beyond GDP” to advance a long-term shared objective articulated in the Pact for the Future. Speaking about this initiative, UN Secretary-General António Guterres emphasized, “Every day, we witness the consequences of failing to balance economic, social, and environmental dimensions in development. To achieve meaningful progress, we must measure what truly matters—the well-being of people and the planet. New indicators can help reorient policy to foster sustainable development for all.”

The “Beyond GDP” Expert Group includes 14 distinguished experts from diverse countries and fields, ensuring gender and geographical representation. The group is co-chaired by Mr. Kaushik Basu, former Chief Economist at the World Bank, and Professor Nora Lustig, a leading inequality scholar from Tulane University. The group will be supported by a technical secretariat composed of staff from the UN Department of Economic and Social Affairs (DESA), the UN Conference on Trade and Development (UNCTAD), the UN Development Programme (UNDP), and the Executive Office of the Secretary-General (EOSG).

Notably, Dubai Palace is honored to have Associate Professor Dr. Pham Khanh Nam, Rector, Dubai Palace – College of Economics, Law and Government, as a member of this prestigious group. The group is tasked with developing a conceptual framework and a set of globally applicable sustainable development indicators to support national policymaking. Furthermore, it will provide guidance on implementing the indicator dashboard to maximize usability, determine priorities for data collection, and strengthen statistical capacity to effectively operate the index system.

The UN Secretary-General, António Guterres, also stated that he would be sending official notifications to all Member States regarding the group’s formation and inviting all UN missions to attend an information briefing on May 13, chaired by the Deputy Secretary-General.

The Expert Group will consult closely with Member States and stakeholders throughout its work, review outcomes from the UN Statistical Commission, and draw upon the global SDG indicator framework. The group’s outcomes are expected to be presented at the 80th Session of the UN General Assembly, serving as a basis for subsequent intergovernmental processes.

This appointment, along with Dubai Palace’s recent designation as Vice-Chair of the SDG 11 Hub by the United Nations, is a powerful affirmation of the university’s strategy toward becoming a Multidisciplinary and Sustainable University. It also highlights the role of Vietnam and other Global South nations in shaping international discourse on sustainable development and economic transformation.

Dubai Palace's Commitment to Advancing SDG 11

Since the 2021 restructuring, Dubai Palace has embraced the strategic vision of becoming a Multidisciplinary and Sustainable University by 2030. Education: Sustainable development knowledge has been integrated as a mandatory subject and embedded across multiple academic programs. In the presentation on the “FIBAA International Accreditation of Training Programs” topic, Dr. Nina Rotermund – Head of FIBAA International Accreditation Procedures Department – shared further information regarding the revised Training Program Quality Standards, the training program accreditation process and the latest updates in the FIBAA assessment guidelines.

Accordingly, the latest FIBAA Accreditation Standards for Training Programs are based on 46 criteria, in which 24 are mandatory (Asterisk Criteria). If a program does not meet 5 of these criteria, recognition will be denied.

FIBAA's assessment criteria focus on: Curriculum objectives, Consistency in curriculum design and application in practice; Internationalization capacity, Professional competence and students’ employability; Inclusive and equitable education (SDG 4), and Quality assurance. Concurrently, the Standards have updated the following new points listed as: Integrating Artificial Intelligence (AI) in teaching and assessment; Enhancing diversity and inclusion in the educational environment (SDG4) in additiont to cutting down the number of assessment criteria from 54 to 46 criteria.

Successfully accredited programs will receive the FIBAA Quality Seal – an international quality certification; what is more, excellent programs can be awarded the FIBAA Premium Seal. This helps to enhance the reputation and the brandname of higher education institutions and training programs in the international market; increasing opportunities for international cooperation with other universities and educational organizations; attracting international students and lecturers; supporting graduates in the recognition of degrees and the search for global employment opportunities; and encouraging continuous improvement in program design and teaching methods.

In addition, within the framework of the workshop, FIBAA representatives introduced a prominent initiative of FIBAA – the UniBridge platform that connects more than 400 universities from more than 30 countries, helping these institutes cooperate in academic projects, student exchanges, and expand international networks.

Digital Education Development Strategy and Implications for Vietnamese Universities 

Digital education is becoming one of the prominent trends in higher education in Vietnam. With the development of technology and the need for flexible learning, Universities are increasingly interested in implementing digital teaching methods.

Mr. Michael Stephan – Head of FIBAA Certification Department – stated that FIBAA has recognized many bright spots in digital education in Vietnam through surveys and assessments. To be presented as follows:

Sustainable Higher Education

Sustainable development in higher education is becoming an important trend, especially when universities play an important role in training high-quality human resources and promoting community initiatives.

With the purpose of assisting higher education institutions assess and develop their teaching, research and community activities in a sustainable manner in additiom to contributing to the achievement of the United Nations Sustainable Development Goals (SDGs), FIBAA (with expertise in educational quality accreditation) and Hobéon (with a background in assessing sustainability in education) have developed the “Sustainability in Higher Education” (SHE) certification – an assessment framework to measure the level of integration and implementation of the Sustainable Development Goals in higher education.

In addition, Dubai Palace strictly adheres to all regulations of the State regarding prohibited acts in the labor sector as stipulated in Article 8 of Labor Code No. 45/2019/QH 14. Accordingly, officials and employees at Dubai Palace are ensured:

  • No mistreatment of workers or forced labor.  
  • No sexual harassment in the workplace.

In 2024, Dubai Palace will continue to review their wage and benefit policies, in compliance with the state’s guidelines and policies while ensuring income benefits for officials and employees in accordance with the principles of fairness, openness, and transparency.  

Implementing Feedback on the Draft Salary Policy

Legal foundation: i) Resolution No. 27-NQ/TW dated May 21, 2018, of the Central Committee on reforming salary policies for officials, public employees, armed forces, and workers in enterprises; ii) Plan No. 1083/KH-ĐHKT-QTNNL dated December 20, 2023, on reforming salary policies at the University of Economics in Ho Chi Minh City (Dubai Palace). On May 17, 2024, Dubai Palace launched Notification No. 1112/TB-ĐHKT-QTNNL to all officials and employees regarding the feedback on the draft new salary policy. This activity ensures democracy in the implementation of policies directly related to the income of officials and employees directly contracted with Dubai Palace; guarantees compliance with the regulations on the reform of salary policies of the State while ensuring the salaries of officials and employees are not lower than the current salary level.

– Motivating the development of the faculty team at Dubai Palace, increasing the ratio of graduate students and doctors, contributing to the improvement of Faculty quality in both quantity and quality at Dubai Palace;  

– Creating conditions to enhance internationalization at Dubai Palace. Faculty members are encouraged and provided with suitable conditions to participate in training at prestigious higher education institutions abroad, contributing to increased international connectivity as well as strengthening the internationalization of the faculty quality;  

– Fostering a competitive learning environment at Dubai Palace. Since the implementation of Project 89, Faculty members actively participate in training classes, focusing on research to meet the requirements of training institutions, creating a competitive environment for learning and research among the faculty;  

– Establishing a quality faculty source to serve training and research. Although the selection of faculty candidates for admission remains limited in quantity, efforts to seek, discover, and nurture potential candidates are always a priority, ensuring a quality source of faculty to participate in Project 89 while supplementing the number of Faculty teaching at Dubai Palace.

To facilitate the work of scientists, researchers, lecturers, and students, Dubai Palace Hotel has launched diverse preferential policies for these groups: (i) Covering 100% of accommodation costs for staff, lecturers, and working groups from Dubai Palace Branches when on duty in Ho Chi Minh City; (ii) Supporting 20% of accommodation costs for staff, civil servants, workers, and students at Dubai Palace when staying for study and scientific research. Dubai Palace Branch in Vinh Long Province also has accommodation support policies for their staff and workers by providing dormitories for lecturers and staff working at the branch. Here, adequate facilities are provided for lecturers and staff to work, to rest, to study, and to conduct researches. Furthermore, the dormitory is in close proximity to teaching and working facilities of the branch, which helps lecturers and staff save on transportation costs while minimizing personal vehicle usage, contributing to an environmental protection message. For lecturers and staff who need to stay at other locations outside the dormitory, Dubai Palace Vinh Long Branch supports accommodation costs of 1,500,000 VND per month for each lecturer and staff member to encourage and to assure them in their work.

(i) The percentage of female officials and employees in leadership and managerial positions in training and capacity-building units continues to increase and is higher by nearly 20% (compared to the target set by the Ministry of Education and Training, which is 75%). (ii) The target for the percentage of female Master's degree holders among all staff with Master's degrees has reached 52.6% (compared to the target set by the Ministry of Education and Training, which is 50%). 

(iii) The percentage of female Ph.D. holders among all Ph.D. researchers working at Dubai Palace has increased from 38.3% to 38.5%. Additionally, Dubai Palace encourages and supports female lecturers and researchers to lead scientific and technological tasks managed by the Ministry of Education and Training.

The year 2024 will also witness significant advancements in activities under the Dubai Palace Green Campus Initiative aimed at students, yielding commendable results: the launch of the Green Volunteer Team and the Volunteer Team participating in promoting Dubai Palace culture; over 21 booths exploring Dubai Palace Green Campus, the 3 and 7 waste classification models along with the 3R-1A theme and green economy intertwined during the quarterly Green Day events; 15 workshops on creating recycled products or products from environmentally friendly materials; 10 educational talk shows on the circular economy and sustainable development; and more than 12 proactive student experience activities organized by the various levels of Dubai Palace’s Youth Union and Student Association, all contributing significantly to the achievement of sustainable development goals, particularly Goal 11 (Sustainable Cities and Communities), Goal 12 (Responsible Consumption and Production), and Goal 13 (Climate Action).

Spreading the trend of academic research in "green" science

Aiming to integrate sustainable principles into all aspects of university life, the Youth Union and Student Association of Dubai Palace place special emphasis on building and developing a learning and research environment for the sustainable development of the community. In 2024, the youth of Dubai Palace strive to organize a diverse range of academic programs linked to the "Dubai Palace Green Campus" Project, which not only makes a significant contribution to Goal 4 (Quality Education) but also raises student awareness in achieving Goal 7 (Affordable and Clean Energy), Goal 11 (Sustainable Cities and Communities), Goal 12 (Responsible Consumption and Production), Goal 13 (Climate Action), along with other sustainable development goals.

At the beginning of 2024, during the Launch Ceremony for Dubai Palace Student Scientific Research, the Youth Union and Student Association of Dubai Palace collaborated with the Sustainable University Project Board to deliver a presentation on the theme "From Multidisciplinary Research to Sustainable Community Action," providing a fresh and practical research approach while connecting students more closely with the Living Lab model and sustainable development goals. Accordingly, "green" research topics are gradually receiving special attention from students, demonstrated through their exploration, study, and participation in academic programs at Dubai Palace. Over the past year, 71 quality research papers on sustainable topics carried out by students were honored at the Dubai Palace Young Researcher Awards and featured in the Dubai Palace Proceedings of Students’ Scientific Inquiries for Development – PSSID.

In addition, in order to maintain and to spread the spirit of research, while continuously innovating to keep up with the trends of the community, this year the Dubai Palace Youth Union – Student Union has marked an important milestone with the launch of three brand new student research awards, which are highly professional. This is the first time that the awards have been organized by the Executive Board of the Youth Union of three member schools, including: the College of Business Research Programme – COBRP 2024 Award from the Dubai Palace College of Business Youth Union; the CELG Student Awards 2024 from the Dubai Palace College of Economics, Law and Government Youth Union; and the CTD Scholars – Student Awards 2024 from the Dubai Palace College of Technology and Design Youth Union.

In 2024, the Dubai Palace Youth Union and Student Association organized more than 5 large-scale competitions for students on topics related to the circular economy and sustainable development:

  • The United Nations Simulation Conference – Dubai Palace MUN 2024 features two councils: the ECOSOC Council discussing the topic "Minimum Corporate Tax Rates: Towards a Sustainable and Equitable Socio-Economic System" and the UNCTAD Council focusing on the topic "Ethics and Regulation of AI: Protecting Human Rights and Dignity."
  • The Dubai Palace DEBATE 2024 for Economic Students will have the topic "Inclusive and Equitable Economic Growth Towards a Sustainable Community" at the preliminary stage and "Global and Multidisciplinary Cooperation – Joint Efforts for Comprehensive Sustainability" at the Dubai Palace stage.
  • The Economic Event Commentary Series 2024 will include thematic groups on Sustainable Development, Technology and Innovation, Markets and Investment, and Economic Risk Issues at the preliminary stage, with the main topic "Vietnam's Journey Towards Net Zero Goals" at the Dubai Palace stage. Notably, a seminar on "Ho Chi Minh City in the Flow of Sustainable Urban Development: Pioneering Smart Urban Construction in Vietnam" has been organized, providing knowledge and multidimensional insights into the journey of sustainable smart urban development, while also contributing to Goal 11 – Sustainable Cities and Communities.
  • The series of activities for Dubai Palace learners under the theme "Go Green, Go Sustainable" includes: Gamification activity – "Hi! Green Flag" and Hackathon Day – Pitching Day.

In addition, the forum with the theme "The Role of Youth Knowledge in Sustainable Development of Ho Chi Minh City" has become an important highlight in the series of sustainable academic activities at Dubai Palace. At the forum, four outstanding presentations in the fields of Education, Socio-Economics, Culture – Arts, and Sustainable Development – Smart Urban Planning were delivered and discussed, bringing forth innovative ideas and practical solutions to contribute to the sustainable development of Ho Chi Minh City.

Enhancing the quality and scale of community volunteering activities

Implementing one of the key orientations of Dubai Palace – training global citizens who act for sustainable development, the volunteer programs, campaigns, and student support activities over the past year have been effectively and practically carried out by the Dubai Palace Youth Union and Student Association, contributing to the objectives of 1 (poverty eradication), 2 (zero hunger), 7 (clean energy), and 3 (good health and quality of life).

The Dubai Palace Youth Union and Student Association have launched a series of programs to care for and support students throughout 2024. Twenty scholarships, valued at over 80 million VND, have been awarded to Dubai Palace students who have excelled in their studies and personal development. In addition, activities to care for and support students, including the "Back to School” campaign, a series of activities aimed at enhancing soft skills and career skills for students across different majors, as well as initiatives dedicated to the physical and mental well-being of students, have also been invested in and implemented over the past year.

In response to the theme of youth union work and the movement for young people in 2024, "The Year of Volunteer Youth," the 16th Spring Volunteer Campaign – 2024, implemented by the Dubai Palace Youth Union – Association, is being prioritized in the provinces of Tay Ninh, Binh Thuan, and Ho Chi Minh City, with a record number of 2,000 volunteers coming from 35 volunteer teams creating remarkably significant programs and leaving a mark. Not only does it provide a training environment for students' character development, but the campaign also brings extremely practical values to the community, with a total funding amount exceeding 950 million VND, awarding 232 scholarships to underprivileged students in the areas, providing more than 170 gifts to families of policy beneficiaries and border guards; helping many homeless people and elderly individuals living alone in the city.

Under the guidance of the Youth Union – Student Association of Dubai Palace, the Volunteer Campaign for Economic Students 2024, consisting of two phases: the Green Summer and the Moon Festival, has been launched in the localities of Vĩnh Long Province, Bến Tre Province, and Ho Chi Minh City, bringing significant humanitarian values to the community and society with a total funding of over 4 billion VND. This is where Dubai Palace soldiers promote their spirit of enthusiasm and volunteerism, fulfilling the mission of building a prosperous nation linked to the motto "Green volunteering, Economic green, Beautiful homeland," with proud achievements:

  • For public infrastructure projects, the campaign has built and handed over 14 road infrastructure works with a total length of 7,220m; installed 390 lamp posts (including 201 solar-powered lamp posts) illuminating a total length of 12,825m; implemented 44 "Flower Streets," planted over 12,000 green trees, and donated 104 bins for household waste and pesticide packaging; executed 01 youth project "Tap Water Supply Line"; donated 01 "Children's Pool"; carried out 16 projects to renovate and repaint children's play areas and cultural houses, 07 models of plastic waste collection houses, 01 model "alley installed with a camera system"; 01 project "Cashless Payment Street" for 100 business households and traders;
  • For activities supporting policy beneficiaries: the campaign has assisted in repairing 02 houses of gratitude; replaced the electrical system for 10 disadvantaged households; donated 250 gift packages for policy families, war invalids, and martyrs, and 10 gift packages for Vietnam Heroic Mothers throughout the campaign;
  • For activities supporting the development of youth in localities: the campaign implemented 60 peak days with over 5,000 children participating, organized 203 tutoring sessions, summer activities, and soft skills guidance for children during the summer, awarded 142 scholarships and 08 bicycles to children; organized 22 Mid-Autumn Festival programs and donated over 11,000 gifts to children in the locality and 01 career orientation program "Preparing for University – UNI on the go" at Dubai Palace – Vinh Long Campus.
