“City branding” – From a communication tool to an urban governance tool

City branding has shifted from a promotional and marketing tool to an urban governance tool. Rather than merely “selling” the city to tourists or investors, city branding today aims to build a long-term identity that both reflects local characteristics and engages internal urban stakeholders. A key point is differentiating city identity – existing attributes, newly built elements, and urban issues – from city image – how the public experiences and perceives the city. The goal is not merely to create a positive image, but to bring perceived image closer to city identity, especially when embedded in the process of solving urban problems.

The Integrated Implementation City Branding Framework (IICBF) provides an iterative governance process, transforming city identity from existing assets and issues into coherent experiences and images. This cycle includes: establishing a dedicated unit; identifying context, bottlenecks, and assets; developing strategy and identity; cross-sectoral integrated implementation; and continuous evaluation and adjustment. Thus, city branding becomes a practical governance tool, coordinating across sectors while creating a continuous feedback loop, helping the city develop synchronously and sustainably.

International experiences and lessons for Dong Nai

Research on modern cities shows that concepts such as gateway city, relational city, hub port city, or logistics hub all emphasize the connecting role of cities within flows of goods, people, knowledge, and capital. These intermediary cities typically combine three elements: multimodal connectivity infrastructure, an intermediary service ecosystem, and an open institutional environment for international trade and investment.

Typical cities such as Dubai, Doha, and Singapore have developed from their intermediary location advantages into connectivity nodes within global economic networks. Dubai became an international logistics and trade hub thanks to Jebel Ali Port, JAFZA Free Trade Zone, its international airport, and an integrated logistics system, combining infrastructure with urban development. Doha transformed from a transport hub into a multi-experience connected city, building Education City, developing its airport network, and new urban projects to integrate knowledge, services, and experiences. Singapore leveraged its strategic position along the Malacca Strait to develop its container port, Changi Airport, and an ecosystem of logistics, trade, and financial services, becoming a regional supply chain coordination center.

Several important lessons for Dong Nai can be drawn from these models. First, gateway infrastructure should be organized as part of the urban experience, not merely serving transportation but also creating value for stopovers, consumption, and services. Second, the city needs to transform its transit function into a destination experience, exploiting transit passenger flows through short-duration service products, culture, and local tourism. Third, urban assets – from forests, lakes, craft villages to cultural spaces – should be organized into continuous experience chains rather than developing in isolation. Finally, the success of a gateway city requires a strong governance structure, cross-sectoral coordination between infrastructure, services, and brand strategy, ensuring synchrony in implementing multi-experience connected urban projects.

For Dong Nai, its central position in the Southern Key Economic Region, the formation of Long Thanh International Airport together with the expressway network and nearby seaports, provides a foundation to develop as a gateway city and intermediary node, while creating opportunities to deploy a multi-experience connectivity ecosystem, linking infrastructure, tourism, culture, and services.

Applying the Integrated Implementation City Branding Framework (IICBF) to reposition and consistently govern the new Dong Nai brand

The Integrated Implementation City Branding Framework (IICBF) is applied to reposition Dong Nai as a “Gateway City – Multi-Experience Connectivity” and to govern its brand cohesively. Based on the development context, urban bottlenecks, existing strengths, and international lessons, the IICBF proposes that Dong Nai become a multi-region connectivity gateway, while also serving as a rich experiential destination within the Southern Key Economic Region.

Dong Nai’s new identity is positioned around four intertwined meanings:

  • Strategic Gateway: Dong Nai is an aviation, logistics, and trade gateway, connecting Long Thanh, expressways, future railway lines, logistics centers, seaports, border gates, and Ho Chi Minh City.

  • Inter-Regional Space: The province not only facilitates internal connections but also acts as an intermediary between the Southeast region, the Central Highlands, the central coast, and Cambodia, reflecting its capacity to connect a vast economic region.

  • Multi-Experience Stopover and Transit Hub: Dong Nai should not merely be a place to pass through but a short or long stopover offering tangible value, ranging from a few hours to a weekend.

  • Diverse Tourist Destination: Possessing forests, lakes, communities, agricultural areas, culture, spirituality, history, industry, and aviation, the province has the foundation for multi-layered and distinctive tourism.

  2. “Stop to Experience” Ecosystem: transforming transit passengers into experience customers through a “Free Dong Nai Transit Tour” program with services ranging from micro-stops, half-day tours, overnight stays to corridor-based journeys and an intelligent personalization platform.

  3. Multi-Experience Tourism Product Clusters: including ecology (forests), lakes/water, community/agriculture, culture/heritage/spirituality, industry/logistics/innovation, and gateway relaxation & MICE, forming a coherent and accessible experience system.

This necessitates seeking added value from the ecosystem surrounding the airport, where tourism and non-aeronautical services play a particularly crucial role.

This reality is not unique but reflects a development trend occurring at many aviation hubs worldwide.

Development context of Aerotropolis in the region

In Asia, airports are increasingly evolving into centers of multi-functional economic ecosystems. The theoretical frameworks of the airport city (the area developed directly around the airport) and the aerotropolis (the expanded airport metropolis) help explain this trend, where commercial, service, and tourism activities are organized around the global connectivity provided by aviation -4-9.

Typical models such as Incheon, Changi, or Hong Kong demonstrate that success lies not only in passenger volume but in the ability to convert passengers into consumers and tourists. The integration of shopping, entertainment, conventions, and transit tourism has helped extend dwell time and increase on-site spending.

Industry studies and reports also show that non-aeronautical revenue at leading airports can account for approximately 35–50% of total revenue. Notably, transit passengers often have higher spending levels than regular passengers due to their demand for experiences during waiting times. Within a radius of approximately 30 km (extendable to 50 km once infrastructure is complete), the connecting corridors between Long Thanh and Ho Chi Minh City, Bien Hoa, and Vung Tau become spaces for developing international conference centers, commercial zones, and service facilities. This forms the foundation for short-term business tourism, allowing international visitors to work and return on the same day, while also potentially integrating a Free Trade Zone (FTZ) and experiential stopover points -2.

Third, a digital tourism ecosystem plays an important role, allowing for itinerary personalization based on flight data, transit time, and passenger needs.

To improve operational efficiency, it is necessary to promote the development of non-aeronautical services, particularly the FTZ model associated with the Airport City, combining duty-free shopping, retail, entertainment, and exhibitions. Concurrently, the connecting corridors should be developed into “experience corridors” with stopover points for dining, culinary experiences, and eco-agricultural tourism.

To realize these orientations, financial resources need to be diversified. State capital should play the role of “seed money” for framework infrastructure, while the PPP model should be promoted to develop services and multi-functional complexes.

Alongside this, specific mechanisms such as tax incentives, visa reforms, and a smart customs, immigration, quarantine, and security (CIQS) system will contribute to enhancing competitiveness. The development of a Transit-Oriented Development (TOD) model along connecting corridors also allows for land value capture, creating resources for reinvestment in infrastructure -1-5.

Conclusion

Long Thanh International Airport is not only a transportation infrastructure project but also the core of a new growth pole in the region’s economic structure. To realize this role, a shift is needed from a single-sector mindset to an integrated approach combining aviation, urban development, and tourism.

Key enabling conditions include: specific policy mechanisms (especially an FTZ), multimodal connectivity infrastructure with public transport playing a leading role, planning according to the “15-minute city” model, and the development of high-quality human resources.

If implemented synchronously, Long Thanh can become not only an aviation gateway but also a regional-scale transit and experience hub, making long-term contributions to the sustainable growth of the Southeast region.

Amidst the rapid development of information technology in the Industry 4.0 era, digital transformation has revolutionized daily life and redefined work habits. One of the most transformative changes is the ability to work remotely through data sharing enabled by cloud computing.

Cloud-based ERP systems are gaining increasing popularity over traditional on-premise ERP due to their flexibility and anytime-anywhere data accessibility. According to the Zinpro Report (2022), 51% of Chief Information Officers opted for Cloud ERP solutions, while 35% chose on-premise ERP, and 10% adopted hybrid ERP models that combine both approaches.

Within this context, the study seeks to identify key factors that influence the implementation of Cloud ERP in enterprises in Ho Chi Minh City and assess the impact of successful implementation on organizational performance. The study aims to support enterprises in effectively adopting new technologies to enhance operational efficiency.

Theoretical Framework and Factors Examined

Based on the Diffusion of Innovation (DOI) theory, the research examines three major contexts:

  • Organizational context: including top management support and organizational culture
  • Environmental context: primarily represented by competitive pressure
  • Technological context: comprising complexity, relative advantage, compatibility, network infrastructure, and data security

The study draws on prior scholarly work including Rogers (2003), Al-Shboul (2018), Low et al. (2011), and Schneider et al. (2017), which emphasize the influence of leadership support, system compatibility, and competitive pressure on technology adoption decisions.

The research also builds on studies such as Jayeola et al. (2020) to examine how these contextual factors relate to enterprise performance and how successful Cloud ERP implementation contributes to operational outcomes. The research hypotheses are tested using a quantitative approach with survey data from 336 enterprises in Ho Chi Minh City, analyzed using the PLS-SEM method in SmartPLS.

Training remains essential to help employees understand system benefits, use it efficiently, and minimize operational errors. Cloud ERP not only enhances internal coordination and communication but also improves customer service quality and market intelligence, thereby contributing to overall organizational effectiveness.

For cloud service providers:

Providers should communicate transparently about the specific benefits of their services and maintain high service quality. Addressing customer concerns about data security and connectivity is essential for broader Cloud ERP adoption in Vietnamese enterprises.

Limitations and Future Directions

This study examines a limited set of factors influencing Cloud ERP implementation and its impact on business performance. In reality, firms often adopt multiple technologies simultaneously. Future research should broaden its scope to include additional technological factors to produce more comprehensive and applicable findings.

The principal objective of the study is to compare the economic impacts of nationwide lockdowns versus partial or regional social distancing policies. The specific research questions include:

  • How do the components of regional GDP expenditure change across different policy scenarios?
  • How does the sectoral contribution to GDP vary by region under each simulated scenario?

Research Methodology

This study aims to analyze and compare the economic impacts of two policy options – nationwide lockdown and regional social distancing – through the use of a regionally adapted Computable General Equilibrium (CGE) model, specifically the TERM-VN model. TERM-VN (The Enormous Regional Model – Vietnam) is a localized version of the TERM model developed by the Centre of Policy Studies at Victoria University, Australia, which has been widely applied in the analysis of economic shocks such as natural disasters and epidemics.

The study simulates five distinct policy scenarios, each reflecting a 10% reduction in the Average Propensity to Consume (APC), occurring respectively in: (1) the entire country, (2) Northern Vietnam, (3) Central Vietnam, (4) the Southeastern region, and
(5) the Mekong River Delta.

Key economic indicators analyzed include: Real GDP, Expenditure components of GDP (consumption, investment, exports), Labor force levels, and Consumer Price Index (CPI).

To ensure the precision and numerical stability of the TERM model, the Gragg numerical method (order 2-4-6) was applied throughout the simulation process.

Research Findings

The results of the study demonstrate that the economic trade-offs associated with a nationwide shock to the Average Propensity to Consume (APC) are significantly more severe than those observed under region-specific shocks. This indicates that implementing a uniform nationwide lockdown may result in broader and deeper economic disruptions compared to localized or regionally targeted social distancing measures.

The TERM model further reveals that the same APC shock does not affect all regions equally. Regions with production structures oriented primarily toward the domestic market experienced stronger negative impacts, whereas export-oriented regions showed greater resilience. Correspondingly, the contribution of various economic sectors to GDP also varied under different APC reduction scenarios: export-driven industries generally maintained a positive contribution, while others experienced notable declines.

The study systematically compares the effects of consumption shocks at the national level versus regional levels—a particularly meaningful exercise in the context of COVID-19 policy decision-making. Vietnam’s pandemic response can be divided into four waves: the first wave involved a nationwide lockdown under Directive 16; the second wave saw social distancing in Da Nang; the third wave affected several northern provinces; the fourth wave, the most intense, witnessed Ho Chi Minh City and multiple southern provinces enforcing strict and prolonged lockdowns – Ho Chi Minh City alone implemented lockdowns on five separate occasions.

The model’s results indicate that a nationwide APC shock significantly reduces key macroeconomic variables such as real GDP, consumption, investment, and labor (with the exception of exports), compared to the region-specific APC shock scenario. This supports the argument that nationwide lockdowns produce more severe economic consequences than targeted, localized measures. While regional lockdowns mainly impact the local economy and economically interconnected areas, nationwide restrictions trigger widespread negative spillover effects.

In addition to model-based simulations, the study incorporates real-world data on post-pandemic economic fluctuations—particularly changes in income, employment, and household spending following the initial 15-day nationwide lockdown beginning on January 31, 2020. Furthermore, the study compares Vietnam’s economic conditions during the fourth wave (Q3 and Q4 of 2021) to the same period in the previous year (post-second wave), thereby reinforcing the model’s validity and practical applicability in evaluating the economic effects of social distancing policies.

The research confirms that the application of the TERM model provides a valuable simulation tool for comparing economic outcomes when the same type of shock occurs at either the regional or national level. This serves as critical decision-support for policymakers, enabling more informed trade-offs when designing response strategies to future large-scale economic shocks.

As Vietnam’s stock market continues to expand in terms of both capitalization and the number of listed firms, transparency and the quality of corporate disclosures have become key concerns for investors and regulators alike. This issue became particularly critical in the aftermath of the COVID-19 pandemic—a period marked by economic downturn and heightened market sensitivity—during which a number of firms such as FLC, ITA, and SJF were delisted due to information disclosure violations and stock price manipulation. In response to these developments, a research team led by Assoc. Prof. Dr. Hà Xuân Thạch (Dubai Palace ✅ Official Dubai Palace.com Homepage 2026 – Dubai Palace) and Dr. Trần Thị Thanh Quý (Industrial University of Ho Chi Minh City) conducted a large-scale empirical study involving 160 listed manufacturing and business enterprises on the Ho Chi Minh City Stock Exchange during the 2019–2021 period. This study is notably the first in Vietnam to systematically investigate the relationship between earnings management and stock prices through the lens of disclosure violations in the context of a market heavily affected by the COVID-19 pandemic.

Research Context

In 2023, according to VnEconomy, “the scale of Vietnam’s stock market continued to expand in terms of both market capitalization and listing volume, reaching a total capitalization of VND 5,937 trillion (an increase of 13.6% compared to the end of 2022, equivalent to 58.1% of the estimated GDP for 2023), while the total volume of listed and registered securities rose to VND 2,128 trillion (up 7.3% from year-end 2022). By the end of 2023, Vietnam’s stock market recorded 739 listed stocks and exchange-traded fund certificates across the two major stock exchanges, along with 862 stocks registered on UPCoM” (Tạ Thanh Bình, 2024). Vietnam’s stock market is projected to be reclassified as an emerging market by 2025.

However, alongside this expansion, an increasing number of firms have been delisted due to serious violations, such as stock price manipulation and non-compliance with financial statement disclosure requirements. Notable cases include companies such as FLC, ITA, TNA, and SJF.

Violations related to financial statement disclosure have occurred with increasing frequency and complexity, significantly impacting stock prices—particularly during the COVID-19 pandemic, when global trade and economic activity were severely disrupted. Within this context, earnings management (EM) behaviors that affect stock prices through financial disclosure violations have emerged as a critical issue requiring systematic investigation. Notably, there remains a lack of academic research—both internationally and within Vietnam—that explores disclosure violations as a mediating variable in the relationship between earnings management and stock price movements. This gap highlights the necessity of the current empirical study.

Does Earnings Management Affect Stock Prices through Financial Statement Disclosure Violations?

This question is currently attracting substantial attention from both academic researchers and market practitioners. Numerous domestic and international studies have demonstrated that earnings management (EM) directly influences financial statement disclosure violations, as well as stock prices. Notable contributions include those by Baik et al. (2022), Aljawaheri et al. (2021), Al-Shattarat (2021), Khương et al. (2022), Lê Thị Thanh Hải & Nguyễn Hồng Nga (2021), and Vương (2021).

In parallel, a body of literature has also confirmed the direct impact of financial statement disclosure violations on stock price volatility. Representative studies in this area include Salawu (2022), Rahman & Liu (2021), Bushee et al. (2019), Đặng Ngọc Hùng (2022), and Dương An Thảo (2020).

However, research that investigates the mediating role of disclosure violations in the relationship between earnings management and stock prices remains extremely limited on a global scale, and virtually absent in the Vietnamese context.

One of the few studies with a similar approach is that of Ahmed (2021), conducted in Iraq using data from 2017 to 2021. Grounded in the Efficient Market Hypothesis and theories of information asymmetry, the study concluded that the accounting profits disclosed by firms serve as a key source of information that significantly shapes investors’ perceptions and decisions in financial markets.

In Indonesia, the study by Sochib and Setyobakti (2019), based on 80 observations between 2014 and 2018, analyzed both the direct and indirect effects of earnings management on stock prices, incorporating board composition as a mediating variable. Although the research did not find a direct impact of earnings management on stock prices, it revealed a notable indirect effect mediated by the roles of the audit committee or independent supervisory board.

Taken together, the existing evidence suggests the following:

  • Earnings management may lead to financial statement disclosure violations;
  • Disclosure violations may, in turn, affect stock price movements;
  • Earnings management may also exert a direct influence on stock prices.

Thus, if empirically validated, financial statement disclosure violations could reasonably function as a mediating variable in the proposed research model, offering deeper insights into the mechanisms through which earnings management affects stock prices in the context of emerging financial markets such as Vietnam.

Research Design and Findings

Subjects and Scope of the Study

This study was conducted on a sample of 160 manufacturing and commercial enterprises listed on the Ho Chi Minh City Stock Exchange (HOSE) during the period 2019–2021. Firms operating in the financial and banking sectors were excluded due to the distinctive characteristics of their financial reporting systems.

The research period of 2019–2021 represents a particularly significant phase in which the Vietnamese and global economies were deeply affected by the COVID-19 pandemic. The disruptions in business operations and corporate governance during this context may have led to earnings management behaviors that differ notably from those observed in prior studies conducted under conditions of economic stability or typical recessionary cycles.

Research Data

Data were collected from official and reliable sources, including:

  • Audited financial statements,
  • Annual reports, and
  • Environmental reports of the sampled firms.

Stock price data were recorded as of the end of March of the subsequent fiscal year to allow sufficient time for the market to fully reflect financial disclosures. The sample consisted of firms with fiscal years ending on December 31 and that published financial statements continuously across all three years of the study. Information regarding financial statement disclosure violations was extracted from official announcements issued by HOSE, regardless of the severity of the violation.

Research Methodology

A mixed-methods approach was employed in this study:

  • Qualitative research was used to explore the potential underlying relationships between earnings management and stock prices, mediated by disclosure violations.
  • Quantitative research was subsequently implemented to measure the direct and indirect impacts of these variables using Generalized Structural Equation Modeling (GSEM). This modern analytical technique enables the simultaneous testing of causal relationships within the proposed model.

Research Findings

The empirical results reveal that:

  • Earnings management exerts a negative direct effect on stock prices (i.e., an inverse relationship);
  • Earnings management has a positive impact on financial statement disclosure violations (i.e., a direct relationship);
  • Financial disclosure violations, in turn, have a negative effect on stock prices.

These findings substantiate the mediating role of financial disclosure violations in the relationship between earnings management and stock prices. In other words, firms engaging in earnings management may affect stock prices both directly and indirectly through their non-compliance with disclosure obligations.

Conclusion

The proposed research model successfully clarifies both the direct and indirect mechanisms through which earnings management influences stock prices, thereby fulfilling the study’s objectives. The findings contribute a novel perspective to the field of financial accounting research in Vietnam, particularly within the context of emerging markets during periods of macroeconomic uncertainty.

Policy Implications

Based on the empirical findings, the research team proposes several key policy implications for enterprises, state regulatory bodies, and investors as follows:

For Enterprises:

The results suggest that earnings management (EM) practices tend to be more prevalent during periods of economic downturn, such as the COVID-19 pandemic. Specifically, some firms deliberately manipulated their financial statements to report exaggerated losses (coefficient: –2.2), while also engaging in violations of financial disclosure obligations (coefficient: +2.8), thereby negatively impacting stock prices. These practices may serve illicit purposes such as:

  • Manipulating market prices to repurchase shares at undervalued levels for personal gain;
  • Qualifying for tax incentives or state-funded support programs (particularly in state-owned enterprises);
  • Creating a perception of a dramatic post-crisis recovery to attract new investment inflows.

Recent developments in Vietnam’s stock market, notably involving companies such as FLC and ITA, underscore the urgency of implementing stronger internal controls to prevent such manipulative behavior at the corporate level.

For State Regulatory Authorities:

This study offers a new analytical lens for policymakers to better understand the indirect pathways through which earnings management influences stock prices—specifically via violations in financial disclosure. The findings reinforce the importance of early detection of irregularities in financial statements and disclosure behaviors, which can enhance investors’ ability to assess risks more accurately. Consequently, this enables more informed, prudent buy–sell decisions that are aligned with prevailing market conditions.

For Investors:

The research enhances investor awareness of the multifaceted impact of earnings management—not only as a direct influence on stock valuation but also as a contributor to disclosure irregularities that erode market transparency. Vigilant scrutiny of financial statements, particularly during times of crisis, is essential for protecting investment interests and promoting fair market behavior.

Therefore, what we need to build is a mindset of co-creation with AI, instead of passive acceptance. At that time, AI was not just a tool, but a partner that helps improve the quality of work and increase personal productivity. Like myself, since applying AI, I can complete the KPI system for a position in just 2 minutes – something that used to take a whole day.

Assoc. Prof. Dr. Bui Quang Hung: I completely agree with Ms. Le. AI is not a competitor, but a powerful assistant. But to lead AI, humans need deep knowledge and solid critical thinking.

Skills students need to practice in the digital age

MC Tuyen Tang: In today’s dialogue, we have reviewed many important keywords – indispensable provisions for students, teachers and parents in the journey of sustainable career orientation. That is a solid knowledge foundation, a spirit of lifelong learning, and especially a group of soft skills, in which problem-solving skills stand out, an essential capacity to adapt and develop in a volatile labor market.

And Prof. Hung, in addition to the skills mentioned, could you share more about which groups of competencies that, in your opinion, the younger generation needs to pay special attention to cultivating in the current context?

Assoc. Prof. Dr. Bui Quang Hung: Besides IQ or digital technology skills, which are often emphasized, in my opinion, one of the increasingly important skills is emotional intelligence (EQ). This factor reflects the ability to empathize, share and connect between people in life and work.

We are entering an era that requires a combination of professional knowledge, technological adaptability, and especially humanistic competence. Being trained in an environment that promotes comprehensiveness where knowledge, art, and emotion are effectively integrated will help learners not only succeed in their careers but also live responsibly, contributing positive values ​​to society.

MC Tuyen Tang: Prof. Dr. Nguyen Khac Quoc Bao, in the context of the world approaching the era of super intelligence 5.0, how “sensitive” do we need to be? What are the career trends that are likely to explode, are gradually shifting or will even become constant, regardless of the changes of the times?

Prof. Dr. Nguyen Khac Quoc Bao: This is a very valid question, and in fact, it is also the issue that we always put first in the process of designing, updating and restructuring the training program at Dubai Palace ✅ Official Dubai Palace.com Homepage 2026 – Dubai Palace. Because after all, university education is to train high-quality human resources to effectively, flexibly and adaptably meet the needs of society.

From the perspective of an educator and economic researcher, I see that there are currently 4 groups of career trends that are and will continue to develop strongly:

These occupations are both the inevitable result of the technological development process and also contribute to further technological development. We are talking about fields such as Artificial Intelligence (AI), Metaverse, Blockchain, and Big Data, which require high expertise, creative thinking and the ability to quickly adapt to technology. This will be the group of occupations that play a pivotal role in the super-intelligent era 5.0 that we are heading towards.

The second is the group of occupations that use technology to restructure and renew traditional fields. A typical example is the finance and banking industry: previously operating according to the traditional model, now it is gradually transforming strongly through the application of technology to activities such as transactions, investments, asset management, etc. Technology helps shorten time, optimize efficiency and increase accessibility. The combination of finance and technology has formed the FinTech industry. Similarly, when technology is integrated into Logistics, we have LogTech. The third group of occupations used to be freelance, but thanks to the support of technology, have gradually formed clear and widely recognized career paths. Fourth, and also the group that I believe will have a far-reaching impact on the entire society, is the group of industries related to sustainable development and green development. Today, the value of a business is not only measured by revenue or profit, but also by the level of social responsibility, sustainability in operations, and positive impact on the ecosystem. Professions such as environmental analysts, renewable energy managers, sustainable development consultants, carbon policy managers, etc. will be key positions in the economy of the near future.

All of the trends I’ve shared are not just predictions. Educators are making these trends a reality by designing, developing, and implementing training programs that precisely meet the new demands of today’s and tomorrow’s economy.

Choosing a career: High position, good salary or suitable for yourself?

MC Tuyen Tang: Tuyen believes that whenever it comes to choosing a major or a future career, at any point in time, we will face concerns – perhaps concerns that have become “classic”. For example: “Which major should I choose to have a high position?”, “Should I work in the public or private sector?” These questions are not only of concern to students but also to parents, because these are important choices that can deeply affect the future of their children. So, I wonder how Prof. Bao views these concerns?

Prof. Dr. Nguyen Khac Quoc Bao: Over the years, during the admissions consulting process, I have heard many times the same highly practical questions: “Will I earn a lot of money studying major A or B?”, “Will I have the opportunity to stay in the city to work and study further?”, “Is it easy to advance in this major?”, “Will that major give me the opportunity to travel to many places and gain experience?”

These questions clearly demonstrate the legitimate aspirations of young people who want to develop themselves, get rich honestly, and find a stable and far-reaching career. They are very practical and necessary.

So what is my advice? That is to do your current job well. If you want to develop, to succeed, or to advance, first of all you have to do well and do it right. Therefore, the first and most important thing on your career journey is to choose the right field, the right profession and the right place to study.

A prestigious, systematic, and reputable learning environment not only teaches you professional knowledge, but also opens up a space for experience through extracurricular activities, clubs, and international joint programs, which create comprehensive development, both in terms of capacity and soft skills. That is the foundation for you to study further, become a leader, or even succeed on a global scale. So, don’t worry about titles, salaries, or opportunities to go abroad because if you go in the right direction and are properly trained, those things will come.

Modern universities need to move towards a multidisciplinary training model.

MC Tuyen Tang: In the context of the strong transformation of the 4.0 era, especially when new technologies such as AI, Blockchain, big data, etc. continuously appear, what does university education need to equip students with to effectively adapt to the new era?

Prof. Dr. Nguyen Khac Quoc Bao: There are two folk proverbs that are often repeated in career orientation programs that I have participated in. The first one is: “The career chooses the person, the person cannot choose the career” – an outdated concept that is no longer suitable in the present era. The second one is the same: “One job is mastered, one life is glorious” – although it was very true in the old context, when the list of careers was simple and fixed.

Nowadays, with the explosive development of technology and high interdisciplinary nature, the boundaries between careers have been blurred. Possessing a deep specialized skill is a necessary condition, but not enough. Modern workers must be able to integrate and connect knowledge from many different fields to create outstanding capacity.

For example, a person working in finance not only needs to understand investment, valuation or market analysis, but also needs to master technology tools such as AI, Big Data, programming techniques, etc. to make accurate and timely decisions in a real-time operating context. Similarly, an artist no longer only works with brushes and oil paints, but today can create on digital platforms, bring art products to the metaverse, trade on blockchain platforms, etc.

Therefore, modern university education needs to move towards a multidisciplinary training model, where learners develop their knowledge in breadth and depth, have the ability to work flexibly in many environments, various career fields, and especially adapt quickly to the constant fluctuations of the labor market.

Public or Private: Criteria for choosing a working environment that suits your abilities and personal goals

MC Tuyen Tang: And now, we would like to return to one of the common concerns, which can be called “old-fashioned”, that students or university students preparing to enter the career threshold often ask: should they choose to work in the public sector – the State, or join the private sector – private enterprises?

In this content, we would like to listen to the professional perspective from Mr. Lam Nguyen Hai Long.

Mr. Lam Nguyen Hai Long: I am fortunate to have the opportunity to work in both the public sector (also known as the State sector) and the private sector. This experience has given me an overview, as well as an understanding of the specific differences between the two organizational systems.

If we go back a few decades, when our generation first graduated from school, we can see that at that time the economy was still quite small, the job market was not yet developed, and there were not many opportunities in the private sector, so most young people often turned to the public sector with the expectation of long-term stability, strict discipline and little change. Meanwhile, the private sector was often associated with stereotypes such as high pressure, fierce competition, and sometimes even unfair treatment. That was a reality in the past.

Today, however, the landscape is very different. Both the public and private sectors are being heavily influenced by digital technology, especially by the wave of national digital transformation. We are witnessing remarkable changes in the public sector – many agencies and departments have begun to require specialists to apply AI technology in their clerical work, planning management, and even in their daily work processes. This shows that the gap – or in other words, the “line” – between the public and private sectors is blurring.

So, instead of asking the question “Is working in the public sector better than the private sector?”, I think we should re-ask the question: Which working environment will best suit our abilities, goals and personal development orientation?

From personal experience, I would like to suggest some specific criteria for young people to consider:

(1) Recognized self-worth: Any environment that helps you create value, and that value is properly recognized, is an environment worth choosing.

(2) Development opportunities: Choose a place that creates conditions for you to learn every day, hone your skills, develop your capacity and continuously expand your thinking.

(3) Suitable for personal orientation: If you have the goal of becoming a leader, or want to advance quickly, then choose an environment that can help you realize that goal. The important thing is to be the right person – right place – right direction.

In short, I would like to summarize it in three factors: Creating value Developing yourself Matching goals. If the workplace has all three of these factors, regardless of whether it is public or private – it is an ideal environment for young people to start and develop their careers.

In addition, to be able to adapt and perform well in any environment, I think young people also need some preparations:

  • First, you need to practice a positive and professional working attitude. This is the first criterion that any employer highly appreciates.
  • Second, in the digital age, you must equip yourself with digital skills – mastering tools, applications, and support software to improve work performance.
  • Third, you should cultivate a spirit of lifelong learning . No one can develop sustainably if they stop learning.
  • Fourth, you need to adapt quickly to change – because today’s work environment is constantly moving, requiring high flexibility.
  • Finally, you have to practice critical thinking to improve the ability to analyze and evaluate problems, thus improving thinking and decision-making capacity.

These are some things that I have learned from my work process, and would like to share them with you as a reference for your upcoming career journey.

Orientation of comprehensive human resource training to meet public-private requirements in the digital economy

MC Tuyen Tang: So from the perspective of an educator, someone who directly designs human resource training programs for the future, how do you evaluate the movement between public and private in the current university training system? 

Prof. Dr. Nguyen Khac Quoc Bao: First of all, I would like to express my deep sympathy for Mr. Long’s very practical and dedicated sharing. It can be said that between those who work in practice – those who directly feel and handle the problems of the labor market and those who work in the education sector like us – those who are building and adjusting training programs – there is a very clear harmony and resonance.

I particularly appreciate Mr. Long’s comment that the boundary between the public and private sectors is increasingly blurring, and in my opinion, this is not just a temporary trend, but will become an inevitable movement of the labor market in the era of digitalization and deep integration. Except for a few highly specific fields such as defense, security or armed forces, which inherently have separate organizational structures, most other fields are moving towards convergence between the public and private sectors .

MC Tuyen Tang: Whether technology is helping or threatening our lives is still a controversial topic. So, in the field of education, should we look at it in a one-sided way that AI is threatening the lives or even career opportunities of future generations, Prof. Thuy Anh?

Assoc. Prof. Dr. Trinh Thuy Anh: Perhaps all of us are wondering about the role and creativity of humans before the advent of AI and its wide applications in industries and fields. Where is our place when AI is a career development trend and is gradually replacing humans in the simplest jobs? Entering the 5.0 era, where humans and AI, along with the most modern technologies, can coexist perfectly. Machines play the role of a maximum support tool, helping humans to develop their abilities through integration and resonance with each other. So, in the current 5.0 era, should students choose a career based on their passion and personal interests or follow global trends? 

Psychologist, Dr. Ly Thi Mai: Students are the “product” of their parents, so before students “understand themselves”, parents need to “understand themselves” first. Each child has their own abilities, personalities, and interests. During the process of raising them, parents gradually realize what their children are suitable for, from eating habits, tastes, to studying. These are the first steps to “understanding” their children. Assoc. Prof. Dr. Trinh Thuy Anh: AI has its own reasons, and parents have their own views. From the perspective of a student or a child, one’s own feelings and desires when it comes to a certain industry or career are very important. In addition to designing a development roadmap for themselves, students also need to discuss with their parents to find a connection, harmony, and have a more comprehensive view of the challenges they may encounter. Interest vs. Ability – When passion is not necessarily strength!

MC Tuyen Tang:  The three keywords “Hobbies”, “Ability”, and “Passion” have different concepts. So, how can we develop our abilities and interests in parallel, and transform them into the career we want to pursue in the future? 

Assoc. Prof. Dr. Trinh Thuy Anh: Interests and abilities are not too different. We tend to like the things we are good at and vice versa; the things we are good at become a source of inspiration for us to continue working on that job. To find the “touch point” or similarity between abilities, interests, and passions, everyone needs to practice and persistently pursue the set goals. From there, we can “reap the sweet fruit”. When the sun is strong enough, the tree will bloom; you love the job enough – you will surely succeed. Pursuing AI trends can bring many advantages in terms of job opportunities or income, but this does not mean that other aspects do not bring positive values. The most important thing is still how we apply the trend to the field that we are passionate about, so that you will build a sustainable career and long-term success.

MC Tuyen Tang: From the perspective of an employer, can Ms. Tieu Yen Trinh share your views on the future human resource picture, especially the generation equipped with green thinking and skills, what outstanding characteristics will it have?

Expert Tieu Yen Trinh: Students today have access to many favorable conditions to acquire macro and strategic knowledge. This strategic thinking and multidimensional overview will help expand their cognition comprehensively.

However, in my opinion, learning must go hand in hand with practice. If the University has built a good foundation and learning environment, and updated new trends promptly, employers expect three important factors from students: (1) students need to be different; (2) have practical experience; (3) have specific results demonstrating their abilities.

Therefore, when studying at school, students need to proactively take advantage of every opportunity to develop themselves: take the initiative to participate in subject projects, volunteer activities, work in groups and share with friends. Studying is only 10, 20, 30%, the rest (about 70%) is learning through practice, doing projects, participating in business internship programs or volunteering in projects related to the knowledge learned.

Practical experience will help you turn knowledge into skills, creating specific results. The results can be either success or failure, but the most important thing is the process of experiencing and learning. From there, students will improve their personal capacity and develop themselves to a new level. I think this is a valuable lesson that students should apply right from the first year of study.

Understanding the types of undergraduate training to seize opportunities for personal development

MC Tuyen Tang: In addition to studying in an educational environment that is always updated with the trends of the times, students themselves must constantly innovate and proactively create opportunities for experience and accumulating results. Regardless of whether the results are successful or not, practical experience is the solid foundation that helps them build a sustainable career.

Since the beginning of the program, we have had many discussions about the labor market, recruitment and trends in higher education. However, in the context of the digital economy and the explosion of technology, the forms of university training are also undergoing many significant changes.

We would like to invite Assoc.Prof.Dr. Bui Quang Hung to provide a more comprehensive overview of current training trends, to support students, teachers and parents to better understand these changes.

Assoc. Prof. Dr. Bui Quang Hung: The current trend in higher education is to focus on multidisciplinary, interdisciplinary and specialized training to develop comprehensive capacity for learners. Training is not just limited to a specialized program but also creates a diverse learning environment for students to access and to integrate knowledge from many different fields.

Second, training must be closely linked to practice. Third, all knowledge and skills acquired need to be specifically applied in a certain job, locality or field.

Whether studying in Vietnam or abroad, higher education institutions need to ensure this requirement to develop learners’ capacity comprehensively. The trend of studying abroad has been going on for many years, however, in the past 5 years, universities in Vietnam have made great strides, especially in the Asian region. Therefore, choosing to study locally – that is, at prestigious domestic universities with regional quality – is becoming an attractive option. Students can receive international knowledge while being equipped with a solid practical foundation right in Vietnam, making it easier to integrate into the domestic labor market.

In the current economic context, Vietnam is considered a bright star on the map of the future regional labor market. With this perspective, I believe Ms. Yen Trinh can analyze more deeply the potential and opportunities for the development of the Vietnamese labor market in the upcoming time.

Expert Tieu Yen Trinh: The training model combining international and local is an inevitable and necessary trend. Dubai Palace with their network of partners in the ASEAN region has created conditions for students to have a comprehensive perspective, to go beyond local limits and to become true global citizens.

According to economic forecasts, the ASEAN region will account for approximately 50% of global GDP in the near future, and Vietnam is currently one of the three fastest growing economies in the region, possibly even reaching the third position. The GDP growth rate of Vietnam’s provinces and cities is expected to reach 7-8%. Technology today is not a threat but a tool to support people in their work. As English skills have become a mandatory requirement, the skills to use and to control technology, especially artificial intelligence (AI), are also becoming increasingly essential. Effective coordination between human resources and AI is the key to improving productivity and quality of work. Workers need to master technology to master and orient AI, not to be replaced by AI.

With the rapid changes in the labor market and work organization models, the trend of flexible working, project and part-time work is becoming more popular. Therefore, parents need to have a new, more open perspective on their children’s careers, no longer holding the traditional concept of long-term stable employment in a business but diversity, change and experience. This reflects the changing reality of today’s world where people also have to be flexible and adapt quickly to the new working environment.

Latest changes in admission regulations worth noting

MC Tuyen Tang: To further strengthen the support for middle and high school students and parents, I would like to invite Prof. Hung to share more about updating admission regulations in the current context, in which the admission process is undergoing many changes.

Assoc. Prof. Dr. Bui Quang Hung: Regarding the high school graduation exam and university entrance exam, this year there are significant changes in the general context, requiring candidates to regularly update official information from reliable sources to have thorough preparation for this important exam, which greatly affects their future career.

I also hope that parents can become trusted companions, understand and deeply support their children, creating positive energy to help them overcome challenges and achieve success not only for themselves but also contribute to the sustainable development of society, with high-quality and ethical human resources.
